Part 135 vs. Part 91

Charter flights are essentially private flights operated on an aircraft that is not owned by the passengers (individuals or organizations paying to be flown). In the US, this type of flight falls under the Federal Aviation Administration’s 14 CFR FAR Part 135. On the other hand, flights that are not operated for hire – meaning, the passenger is flying in a jet that they own – are sanctioned by 14 CFR FAR Part 91.

Private jet owners, under Part 91, have the option to hire their own dedicated pilots to operate their aircraft, providing them with a level of personalization and control over their travel experience.

On the flip side, those who can afford to fly privately but do not own a jet can opt for charter services. Charter services offer the convenience of on-demand flying, where pilots are provided by the charter company and are assigned based on the owner's travel needs. This option is ideal for those who may not require frequent travel or prefer not to have the responsibilities of employing and managing their own pilots.

A hybrid approach

Some private jet owners choose not to have dedicated pilots and instead prefer to utilize the services of a private jet management company. These companies offer a hybrid approach, providing aircraft management services along with access to experienced pilots.

Under this arrangement, the company takes care of pilot recruitment, training, and management, allowing the owner to enjoy the benefits of having a professional and reliable flight crew without administrative burdens.

According to Stephen Walker, a private jet pilot who shared his experience in an article on The Drive, most privately owned aircraft are small enough that a flight attendant is not required. Sometimes, even a second pilot isn’t needed.

This leaves one pilot responsible for everything – from planning the flight and filing the plan, to flight safety and passenger comfort. Walker shared:

“Every pilot in Part 91 and 135 aviation sets out to provide the best travel experience possible. If they can’t provide that, the motivation to fly private goes away.”
